Bishop Dr. Mark Q. Carter Sr. is a passionate pastor, community leader, and Kingdom servant who has dedicated his life to honoring God by uplifting others. As the youngest son of Bishop Leon and Wilma Carter, Bishop Carter accepted the call to ministry at a young age—prophesied at 12 years old, and publicly acknowledged in 1999. He stepped into destiny on August 1, 2003, becoming Senior Pastor of The Greater Faith Church of Deliverance, officially installed on September 28, 2003. Since then, his leadership has been marked by a commitment to biblical truth, community restoration, and unshakable faith.

A devoted husband and father, Bishop Carter is joyfully married to Lady Kimberly Carter. Together, they have raised three incredible children—Mark Jr., Chancie, and Leon—and are proud grandparents of four. Family is at the heart of Bishop Carter's ministry, and he considers it a blessing to serve alongside his wife and children in the work of the Lord.

Dr. Carter is a lifelong learner and has studied at several institutions including Louisville Bible College, Draughons Jr. College, Sullivan University, and Kentucky College of Barbering. He is a licensed master barber, professional instructor, and former Kentucky state-certified inspector—roles he has used not just professionally, but as platforms for ministry, counsel, and encouragement.

In 2022, he earned his Doctoral Degree in Theology, further equipping him to teach and lead with spiritual depth and academic excellence.

Dr. Carter is the founder of Morning Manna Ministries, the annual Colaborers Conference, and More Manna Bible Institute—an accredited Bible College launched in 2012 where he serves as Founder and President. These ministries reflect his heart for equipping leaders, edifying the Body of Christ, and advancing the Kingdom with clarity and conviction.

More recently, Bishop Carter founded Project Restoring Our Community (P-ROC), a nonprofit initiative committed to restoring the worth of underserved communities through food and clothing drives, employment and educational opportunities, and an annual community festival filled with resources, giveaways, and hope. This outreach embodies his belief that real ministry happens both inside and outside the church walls.

He also co-founded the Community Sanctuary Project, a transformative initiative under the former and current Mayor of Louisville, Kentucky. This project is focused on healing communities impacted by gun violence, offering compassion, support, and tangible resources to those affected.

In April 2022, Bishop Carter expanded his ministry into public service, becoming a Chaplain for the Louisville Metro Police Department, where he was honored as "Chaplain of the Year" in March 2025. He now serves as a key member of the LMPD Intelligence Unit, working hands-on with victims and offenders of gun and gang violence. His role is critical in restoring mental health, redirecting lives from criminality to purpose, and serving as a credible witness to future generations.

His service extends into rehabilitation and mentorship—having worked as a spiritual facilitator at the Elizabethtown Men’s Drug Rehab Facility, where he helped guide men from addiction to restoration through faith-based recovery.

​

Bishop Carter also plays a vital role in the Newburg Community Pastoral Alliance, where he and fellow pastors collaborate to assess community needs and ensure the church remains a beacon of light and support. His voice is frequently sought after as a keynote speaker at youth and leadership events, including the Men of Quality Mentoring Program for African-American males in grades 6–12.

Because of his unwavering commitment, service, and ministerial excellence, Bishop Carter was officially elevated to the sacred office of Bishop on Saturday, July 26, 2025, within the Light of the World International Fellowship of Churches under the leadership of the Presiding Prelate, Chief Apostle Garfield Curlin. This elevation recognizes his proven dedication to the Kingdom, his leadership integrity, and his pastoral heart. The office of the Bishop now allows him to serve both his fellowship and his local church with even greater sincerity and principle, as a leader who loves God and models His truth.

Above all, Bishop Mark Q. Carter Sr. is a man who seeks to please God above all else. Whether preaching, mentoring, teaching, or serving, he stands boldly as a shepherd who feeds the flock, a leader who lives what he teaches, and a Kingdom builder driven by purpose and power.

A MINISTER. A WIFE. A MOTHER. A DAUGHTER.

Elect Lady Kimberly R. Carter is a native of Winchester, Tn.  She is a loving wife and has been married to Pastor Mark Q. Carter, Sr. for twenty-four years. She has been First Lady of The Greater Faith Church of Deliverance since September, 2003.  Together with her husband they are the proud parents of 3 children and have four grand-children.

 

Lady Carter is a graduate of Northwood University with a Bachelor’s degree in Business Administration and a graduate of Sullivan University with a degree in Interior Design. She is in involved in many ministries of Greater Faith Church, including their Woman 2 Woman Women's ministry, M.A.D. "Making A Difference" marriage ministry, GFCD food pantry, and Get Fit for Jesus ministry, but is especially active as an instructor in their accredited bible college, More Manna Bible Institute.

 

Lady Carter is a First Lady that reaches out to all.  Instead of being served, she enjoys serving everyone; truly operating in her “Gift of Helps”. She loves serving God and is first partaker of every event their church sponsors when she is not working at UPS, where she has been employed for over 20 years. She is very family oriented and loves spoiling on the senior saints. She is truly a humble and faithful witness for Christ. Her belief is that if God is glorified, His people will be edified; therefore she continues to accept the challenge of speaking out for God wherever He leads her, knowing that if He orders her steps, she will always end up on the right path.

One thing you should always know about First Lady Carter is that she is a "SOUL WINNER!"
